The first district covers the greater San Rafael area including unincorporated neighborhoods of Santa Venetia, Los Ranchitos, Country Club, Bayview, Lucas Valley, Terra Linda and Marinwood.
It does not include the Canal Area, Downtown (4th Street), or the Gerstle Park neighborhood.
In sum, everything north of the Miracle Mile, north of Mission Ave., and north of the canal up to the hill south of Hamilton which separates Novato from the San Rafael sphere of influence.
